![Before You Measure Procurement Savings, Fix the Baseline](https://blog.robobai.com/hubfs/Before%20You%20Measure%20Procurement%20Savings%2c%20Fix%20the%20Baseline.png)

*Executive summary:*

Procurement savings are only as credible as the baseline used to measure them. George Hannaford examines how inconsistent supplier records, fragmented spend classifications and changing commercial conditions can distort procurement analysis and undermine savings claims.

The article explores how supplier normalisation, data cleansing and consistent spend classification help establish a more reliable foundation for procurement analysis. It also explains how Spend Cube structures procurement and supplier data to support Agent Bob's analysis and procurement activities.

Importantly, it distinguishes potential savings opportunities from implemented actions and validated financial outcomes. The central message is straightforward: before procurement teams report savings, they need to understand the quality of the data and evidence behind the numbers.

### Are we measuring the same thing consistently?

It sounds like a straightforward question. In procurement, however, the answer is not always obvious.

A supplier may appear under several different names in the vendor master. Spend may be classified differently across business units. Transactions may contain incomplete or inconsistent information.

Meanwhile, prices, purchasing volumes, contractual conditions and demand can change over time.

Individually, these issues might appear minor. Together, they can distort the picture procurement teams use to identify opportunities, establish priorities, and report financial results.

The problem is not necessarily the savings calculation itself.

It may be the baseline behind it.

### A savings figure is only as reliable as its baseline.

A procurement savings baseline is the documented reference point against which a proposed or implemented change is measured.

*It needs to establish more than a historical spend total. Depending on the category and opportunity, it should account for:*

*🔹* *The suppliers and transactions included in the analysis.*

*🔹 Consistent category classifications.*

*🔹 The relevant reporting period and purchasing volumes.*

*🔹 Existing prices, contractual terms, and commercial conditions.*

*🔹 The distinction between price reductions and changes in total cost.*

*🔹 The assumptions used to calculate potential benefits.*

Without these details, comparisons can become misleading.

For example, a reduction in expenditure does not automatically demonstrate procurement saving. It could reflect lower demand, reduced purchasing volumes, a change in product specification or a shift in the reporting period.

Likewise, an apparent improvement in supplier spend could result from inconsistent supplier records or changes in how transactions have been classified.

Before reporting a result, procurement teams need to understand what has changed, why it has changed and whether the comparison is genuinely like-for-like.

### Supplier normalisation: understanding who you are buying from.

One of the common problems in procurement data is supplier fragmentation.

The same supplier can appear under different names, abbreviations, trading names or variations in spelling. In organisations operating across multiple business units or systems, these differences can make it difficult to establish a consistent view of supplier expenditure.

Supplier normalisation helps identify and reconcile records that refer to the same supplier. This can include resolving duplicate vendor entries and creating a more consistent supplier master view.

Why does this matter?

*Because fragmented supplier records can affect:*

🔹 *Total spend attributed to individual suppliers.*

*🔹 The identification of duplicate or overlapping supplier relationships.*

*🔹 Supplier consolidation analysis.*

*🔹 Negotiation leverage and sourcing decisions.*

*🔹 The reliability of supplier-level savings calculations.*

If an organisation believes it is spending less with a supplier than it is because expenditure is distributed across several records, its analysis may underestimate the commercial relationship.

Supplier normalisation does not automatically create savings. It provides a more reliable view of the supplier landscape from which procurement teams can assess opportunities.

That is an important distinction.

### Spend classification: making comparisons meaningful.

Supplier information is only part of the picture. Procurement teams also need to understand what they are buying.

Spend classification assigns transactions to consistent categories so expenditure can be analysed across suppliers, goods, and services.

When classification is inconsistent, similar purchases may appear in distinct categories. This makes it harder to compare expenditure across departments, identify purchasing patterns and understand where opportunities may exist.

RobobAI uses UNSPSC as its standard classification taxonomy. Alternative or custom classification systems can also be supported where required.

*Consistent classification helps procurement teams:*

*🔹* Understand expenditure across categories.

*🔹 Compare purchasing patterns across business units.*

*🔹 Identify fragmented or overlapping spend.*

*🔹 Assess sourcing and category management opportunities.*

*🔹 Establish a more consistent basis for reporting.*

The important point is consistency. A classification system is only useful when transactions are mapped in a way that supports meaningful comparison and reflects how the organisation wants to analyse its expenditure.

### Data cleansing is more than removing errors.

Procurement data cleansing is sometimes understood as a simple exercise in correcting spelling mistakes or removing duplicate records.

In practice, it can involve a broader set of activities to make fragmented information suitable for analysis.

*These activities may include:*

🔹 Data cleansing: Identifying and addressing errors, inconsistencies, and incomplete records.

🔹 Supplier normalisation: Reconciling supplier name variations and duplicate vendor records.

🔹 Data enrichment: Adding relevant information to improve the completeness and usefulness of records.

🔹 Data harmonisation: Bringing information from various sources into a consistent structure.

🔹 Spend classification: Assigning transactions to appropriate procurement categories.

Each activity addresses a different problem, but they contribute to the same objective: creating more consistent and usable procurement information.

The distinction matters because simply removing obvious errors does not necessarily resolve deeper structural problems in supplier and spend data.

An organisation may have accurate individual transactions but still lack a reliable, consolidated view of its expenditure.

### How structured procurement data supports Agent Bob

The quality of procurement analysis depends partly on the information available to support it.

[RobobAI's Spend Cube](https://robobai.com) is its AI-powered data transformation engine. It cleans, classifies, enriches, and structures procurement and supplier information, providing the data foundation that supports Agent Bob.

[Agent Bob](https://robobai.com/meet-agent-bob) is RobobAI's agentic AI companion for procurement. It helps procurement teams explore procurement information, analyse supplier and category activity, identify potential opportunities and support activities such as category and sourcing planning.

The distinction is important: Spend Cube provides the structured data foundation, while Agent Bob uses that foundation to support procurement analysis and activities.

Better-structured information can make analysis more consistent and useful. However, procurement teams still need to examine the assumptions behind an opportunity, validate the findings, and determine whether the recommended action is commercially appropriate.

AI does not remove the need for sound procurement judgement. It makes the quality of the underlying information even more important.

### Identifying an opportunity is not the same as realising savings.

This is where procurement reporting can become particularly difficult.

An analytical finding may identify a potential financial benefit, but that does not mean the organisation has achieved it.

There are several distinct stages.

1\. Identified opportunity
Analysis highlights a potential area for improvement.

2\. Estimated benefit
The opportunity is quantified using assumptions about spend, pricing, volumes, or commercial conditions.
3\. Implemented action
Procurement acts, such as renegotiating terms, consolidating suppliers or changing purchasing arrangements.
4\. Realised outcome
The resulting financial benefit is assessed against an appropriate baseline and validated.

These stages should not be treated as interchangeable.

For example, identifying a supplier consolidation opportunity does not mean the organisation has consolidated its suppliers. Nor does estimating a potential price reduction demonstrate that the reduction has been negotiated, implemented, and reflected in actual expenditure.

Procurement and finance teams need to validate the assumptions and confirm the financial outcome before reporting an opportunity as realised savings.

### Five checks before reporting procurement savings.

Before presenting savings figures to management or finance, I would ask five questions.

1\. Are supplier records consistent?
Have supplier name variations and duplicate vendor records been identified and reconciled?

2\. Is spend classified consistently?
Are transactions mapped to categories that allow meaningful comparisons across the organisation?

3\. Is the baseline appropriate?
Does it reflect the relevant period, purchasing volumes, prices, contractual conditions, and other assumptions?

4\. Has the opportunity been implemented?
Is the reported figure an estimate, an agreed action or a result that has already been achieved?

5\. Has the financial outcome been validated?
Can procurement and finance explain how the result was calculated and confirm it against the agreed baseline?

If these questions cannot be answered clearly, the savings figure may need further investigation before it is reported as a confirmed result.

### Better procurement decisions start with better evidence.

Procurement teams have access to increasingly sophisticated analytical and AI capabilities. But the value of those capabilities depends partly on whether the underlying information can support reliable conclusions.

Supplier normalisation, spend classification and data cleansing are not simply technical housekeeping exercises. They influence how organisations understand their expenditure, assess suppliers, and evaluate commercial opportunities.

Spend Cube provides the structured data foundation for Agent Bob, helping procurement teams work with more consistent information. Agent Bob can then support analysis and procurement activities, but the quality of the evidence and the validation of financial outcomes remain essential.

Procurement savings should be more than an attractive figure in the report.

They should be explainable, measurable, and supported by evidence.

*Before asking how much procurement has saved, the more important question is whether the organisation has established a baseline it can trust.*

### Frequently asked questions

### What is a procurement savings baseline?

A procurement savings baseline is the documented reference point used to compare current or historical procurement costs with a proposed or implemented change. It should establish the relevant spend, suppliers, categories, time, volumes, and commercial conditions. A clearly defined baseline helps procurement and finance teams assess whether an identified opportunity has translated into a measurable result.

### Why is supplier normalisation important in procurement?

Supplier normalisation helps identify and reconcile different records or name variations that refer to the same supplier. This can include resolving duplicate vendor entries and creating a more consistent supplier master view. By reducing fragmentation in supplier records, procurement teams can analyse supplier spend more consistently, understand supplier relationships more clearly and assess opportunities such as consolidation.

### What does procurement data cleansing involve?

Procurement data cleansing involves identifying and addressing errors, inconsistencies, incomplete records, and duplication in procurement data. It can include supplier name normalisation, data enrichment, classification, and harmonisation. RobobAI's data transformation capabilities combine cleansing, entity matching, classification and enrichment to turn fragmented spend and supplier information into structured, insight-ready data.

### Why is spend classification important for savings analysis?

Spend classification assigns procurement transactions to consistent categories so that organisations can analyse expenditure across suppliers, goods, and services. RobobAI uses UNSPSC (United Nations Standard Products and Services Code) as its standard classification taxonomy and can also support alternative or custom classification systems. Consistent classification helps procurement teams compare category spend, identify patterns, and assess potential cost-management opportunities.

### How does Spend Cube support procurement analysis and Agent Bob?

Spend Cube is RobobAI's AI-powered data transformation engine. It cleans, classifies, enriches, and structures procurement and supplier data, creating a consistent foundation for analysis. Agent Bob uses this structured data to help procurement teams explore spend, supplier and category information, generate insights and support activities such as category and sourcing planning. The quality of the underlying data remains important when interpreting and validating the results.

### What is the difference between a potential savings opportunity and realised savings?

A potential savings opportunity is an estimated benefit identified through analysis. Realised savings require an agreed action to be implemented and the resulting financial benefit to be assessed against an appropriate baseline.
